Moving in Malibu
The driveway can be the entire access plan.
Beachfront and PCH-facing properties can have limited legal staging, narrow approaches or entries close to traffic. Canyon and hillside homes may instead introduce gates, steep grades, tight turns and longer private carries.
Those conditions are property-specific. A Malibu address by itself does not tell us whether the truck can reach the entrance or whether smaller staging and additional carry distance will be needed.

Malibu public right-of-way & PCH
PCH is a state highway, not a casual loading lane.
The City of Malibu says an Encroachment Permit is required for use of the public right-of-way. It also notes that Pacific Coast Highway is a State highway under Caltrans jurisdiction and that activity along PCH may require Caltrans permits.
That does not mean every Malibu move needs a permit. If the truck can work entirely from legal private access, the issue may never arise. If the plan depends on occupying public right-of-way or unusual PCH staging, confirm the requirement with the City or Caltrans before moving day.

A truck may reach the property but still face a steep driveway, tight gate, stairs or a long route to the rooms being moved. Those details change the work even when parking itself is solved.
